Creative Cloud not respecting install location

I am currently trying to install After Effects on my E: drive, as I am out of storage on my C drive. I am aware of how to change the install location under settings, however it always attempts to install to C: anyways, and fails. I have been experiencing this issue for a while now, and have tried reinstalling the Creative Cloud application but to no luck. 

This is a very frustrating issue, as I am unable to work or download my apps. Any help would be greatly appreciated.
