Creative Cloud Not Syncing - Windows 10

It has just been stuck on 69.8% for 2 weeks. I need these files to sync with my home computer (also windows 10.) I have tried the solution to delete the options.tix file, but it's not there. What I have noticed is this seems to be a very widespread issue and has been with no real fix from Adobe.

Exit the CC app (Adobe Creative Cloud desktop application FAQ )...rename the folder where the files are synched to (I would append .old)....restart the CC app.

Please report back if this does not work.
