Creative Cloud says "Buy Now" but I pay the subscription. I think Error 16 might be the problem.

Essentially when I click on premiere it gives me the error 16 pop up, and when I look at the premiere pro app (I have it up to date as well) in the creative clous it say buy now to the right of it. I'm unsure of what's going on, I've gone through multiple forums and even adobe's suggestions on what to do for error 16, but nothing's worked. I'm genuinely at a loss and I'd like to get back to using Premiere Pro as I'm kinda wasting money while I try to resolve this problem.

- For Windows :Run the Task Manager to quit these processes :

Windows 7 : "Ctrl+Shift+Esc"

Windows 8 and 10 : "Windows+X" to Access the Power User Menu

Adobe CEF Helper

Adobe Creative Cloud

Adobe IPC Broker

Adobe Genuine Software Integrity Service

CCLibraries

CCXProcess

Creative Cloud

CoreSync

2 - Rename The folders "SlStore" , "SlCache" and "OOBE" to "SlStore.old" , "SlCache.old" and "OOBE.old" in this location :

C:\Users\<user folder>\AppData\Local\Adobe\OOBE

C:\ProgramData\Adobe\SLStore.

C:\Program Files (x86)\Common Files\Adobe\ SlCache

3 - Launch Premiere pro as Admin by a right clic ( VERY IMPORTANT )

Sorry for the trouble. Have you tried the steps recommended in this article: "Renew your subscription" message when you launch an Adobe Creative Cloud application

I am moving the thread to Creative Cloud space for more assistance.

Hello, sorry for the late reply I've been busy with work and school. Anyway, I've tried a good amount of all those options, including deactivating my device (being my laptop). None of that has worked. Nothing adobe related in the host file, signing out just shows an 'up to date' thing, but after clicking on it it just cahnges back to how it has been. I'm genuinely at a loss...

My OS is Windows 10, sorry I forgot to add that, and I've done all of them.
