Creative Cloud Set-up opens a lot of programs then doesn't do anything. How do I get Creative Cloud to download?

I downloaded CreativeCloudSet-Up.exe but when I try to open this it doesn't end up doing anything but start a bunch of programs all named the same thing. It never downloads anything into Programfiles.

Any suggestions?

use control panel to check your list of installed programs, uninstall all adobe cc programs that might be installed.

clean per Use the Adobe Creative Cloud Cleaner Tool to solve installation problems

restart your computer.

retry installing the cc desktop app.

I'm sorry that wasn't very clear. When I open CreativeCloudSet-Up.exe, I can in task manager that it is processing CreativeCloudSetup.exe*32 roughly 110 times. I don't know if that is normal or why it does that but that is what I am seeing.
