Creative cloud showing full, definitely not full. How to clear/reset?

I have lately been having a hard time getting my cloud to sync.  Does it have anything to do with which computers I have active?  Does the Creative Cloud desktop app need to be shut down on all other computers besides the mainframe?

Any tips?

Look into your deleted files on the web. Deleted files are kept there until trashed definitively.
