Creative Cloud stuck in white screen loop — can't install Photoshop

I’m a user trying to install Photoshop, but my Creative Cloud app keeps flashing a white screen and endlessly looping during startup. Because of this, I’m unable to install Photoshop.

Strangely, other Adobe apps like After Effects and Premiere Pro are working just fine.

My system specs:

  • CPU: AMD Ryzen 9 5900X

  • Motherboard: ASUS TUF X570

  • GPU: MSI RTX 3070 Ti

  • RAM: Kingston 96GB DDR4 3200MHz

  • OS: Windows 11 (fully updated)

I’ve already made sure that my Windows 11 installation is up to date, and I’ve tried multiple general fixes (like clearing the OOBE folder and reinstalling Creative Cloud), but the issue persists.

Has anyone encountered this specific issue and found a solution?

This problem has been troubling me for a while now. I’d really appreciate any help. Thank you!

Make sure your computer exceeds the minimum CPU & GPU requirements. Most Creative Cloud apps work on these systems, no more than 2 versions back: 

  • Windows 11 (64-bit) versions 24H2, 23H2; Windows 10 versions 22H2, 21H2;
  • MacOS 15 (Sequoia), 14.7 (Sonoma), 13.6.7 (Ventura).

It goes without saying that you need considerable resources—empty hard disk space and RAM—to support Win11, CC, AE, PP and PS plus any other apps you use.  The system requirements above are the bare minimum needed, but more is preferred.

first, exit (file>exit cc) your cc desktop app. then, rename the opm.db file by navigating to the OOBE folder*.

 

finally, launch your cc desktop app.

Thank you for the suggestion. I gave it a try just now, but sadly it didn’t solve the problem.
