Creative Cloud switches to French from English

My Creative Cloud starts in English, but switches to French after 1-2 seconds.  I have ensured my preferences are set to English.  I do I stop Creative Cloud from switching to French?

    Have you tried uninstalling and reinstalling?

    If you go through the unstall process, remove our apps including the CC desktop app.
    Use the Adobe Cleaner tool to clean CC files from our computer - http://www.adobe.com/support/contact/cscleanertool.html

    Restart.
    Reinstall the CC desktop app - https://creative.adobe.com/products/creative-cloud.

    what changes language?  your cc desktop app?  one or more of your cc programs?

    The programs change.  They start in English and then switch to French.

    haven't heard that before.

    you can try, uninstalling your current apps that are using an incorrect language.
