Getting a "The installer encountered and error that caused the installation to fail. Contact the software manufacture for assistance" message.

As you have mentioned you are trying to install Creative Cloud desktop app and it fails with an error message "The installer encountered and error that caused the installation to fail. Contact the software manufacture for assistance", i would suggest you to try the steps given in the following help document to resolve it: "Failed to install" error received when installing Adobe Creative Cloud desktop app.
