Creative Cloud Update and Error 119 or 113

This started last Tuesday. Noticed my apps wouldn't update. CCloud client kept timing out while updating with an error. Googled the issues I was seeing. Worked on it several days off and on but no dice. Everything I was seeing on the web was pointing to uninstall all apps, uninstall the ccloud client, run the abobe cleaner tool and reinstall. I didn't want to do this but I did.

So I got that done, followed some instructions I found in this forum.Creative Cloud app stuck at "Updating Creative Cloud" I'm on a windows box but its basically the same steps.

Without any apps installed, once the Creative Cloud Client installs, it wants to update itself. The first time update sticks @17131655% and after 20 min fails with a 119 error. I retry it, then sticks at 3% for 20 min then finally fails with same error. I went through this several times with the same results.

The 119 error is "Server not responding" meaning the Adobe servers, and there are trouble shooting options to see if you can contact the servers. I pass those tests, also there is a computer right behind me (Apple MacPro) and it is updating just fine. So its not our firewall we are all on the same network. There are 6 other workstation in here that are not having issues seeing the adobe servers and are updating without issue but they are all apple workstations. I'm seeing this same issue on both Windows 10 workstations we have.

I contacted support yesterday and had someone remote in, and they did all the things I had already done to no avail. They said they were going to have an "Expert get back to me within 48hours". Now mind you Im using a brand new Dell Windows 10Pro workstation. IntelCore i5-8499 with 16g of ram. We have a fiber ISP connection. It was working with the adobe apps just fine since we got it in Sept this year. Its running pretty much stock with just a few text editing/web dev apps and the adobe products. We work off of servers.

So this morning we decided we cant wait for them to get back to me. We have work to do, I'm going to just put a brand new windows OS on it, even though the thing is brand new. I mean its got to be something wonky with the os right? So I reformatted and factory reset the box. I'M HAVING THE SAME PROBLEM. THE EXACT SAME PROBLEM. WITH A BRAND NEW OS.

This is infuriating. I have been using the Adobe products for 15 years. Never. Never have I had an issue like this. 3 days Ive been working on this and now have to set up this workstation and it didn't even fix the problem. I'm mostly venting here, but I wanted to put this out there in case anyone has seen this before and can help. There seems to be a lot of issues with the creative cloud client but there aren't many with Error 119 that I can find.

make sure you're logged on as an admin and disable any antivirus, anti-malware etc that my be stopping your downloads.

This is not an answer!!!!!  There is a problem.  I have done every thing that is suggested from reinstalling CC for one update of LR to disabling every firewall including Windows Defender, all virus software, all antivirus software all cleaner software everything that runs in the background that could conflict.  I have done this for various updates.  I have spent hours and hours trying to get my apps to update same scenario same problems.  Adobe will not help....there SW is plagued with problems and can't even be updated.  What gives.  Disabling your firewall and all other protections then go to the internet and download THAT IS ANSWER PRETTY BAD!!!!!!!!  Sure I want to open the door the malware door and update my software from a server that is apparently having issues.  YOU HAVE TO BE KIDDING
