Creative Cloud VCRUNTIME140

My creative cloud apps suddenly do not work/open and I get a prompt saying "the code execution cannot proceed because MSVCP140 / VCRUNTIME140 was not found".

To add salt to the wound, I cannot even uninstall the creative cloud app because "you still have creative cloud applications installed on your computer that require it" and for some reason the Premier Pro app and others will not uninstall either and just sit there despite my actions to uninstall them.
