Creative Cloud will not give new updates to load

I have been having this issue with the new updates for 2019 in the creative Cloud. It opens up and will not give me the 2019 newest updates. It just says it is all up to date. I started with Photoshop and when I go to manage other versions. It shows the latest version of 19.1.5 but will not load anything new that was released.

I followed all of the instructions that are posted by reinstalling, refreshing, removing the OPM.db file, etc. I have windows 10 and all the system requirements are correct. I checked the compatibility mode issue as well. Also, my creative cloud shows the current version and shows the newest photo with "what's new" showing. I am stumped! I am not sure what to do now. Do you have any other suggestions for this new release?

Sorry to hear that you are having trouble getting the latest version of CC apps.

As you have mentioned you have Windows 10, can you please also share the build version of it with us?

Creative Cloud 2019 apps require Windows 10 Creators update (version 1703) or later. If you're on an older version, Microsoft provides a free update to the latest version of Windows 10. See: OS support for CC 2019 apps.
