Creative Cloud won't open on Windows, pop-up says it is 'missing or damaged'

My creative cloud won't open and I can't access my apps. Every time it opens it gives me the same pop-up saying it is 'missing or damaged' and asks me to re-download creative cloud which I have numerous times now. I've uninstalled it and reinstalled it, which didn't work. I desperately need this fixed for work and just cannot seem to find a solution anywhere, can anybody please help me?

uninstall everything cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud. (if you have a win os, right click the exe > click 'run as administrator'.

use the desktop app to install your cc programs/trials

You can't use the creative cloud desktop app to uninstall cc programs as suggested in your first line; the problem to be addressed is that the cc desktop app will not run and the attempt to reinstall it fails.
