Creative Cloud Wont Update

I'm trying to get into creative cloud to download an app but it says that the cloud needs to update and when i run it. it says failed to update(error code118) and i keep retrying but still says same thing

using a browser that allows popups and cookies,  contact adobe support during pst business hours by clicking here and, when available, click 'still need help', http://helpx.adobe.com/x-productkb/global/service-ccm.html

that's a network connection error.  confirm that you can connect to the secure adobe servers.
