creative loud won't detect installed apps (TRIED ONLINE SUGGESTIONS)

I have attempted to change my language from International English / North American English, I have Changed the OPM to OPM.DB.OLD logged back into the creative cloud and still did not detect previous installations. I have freshly installed the creative cloud, started up photoshop and clicked update from the help tree and it came up with no further updates available, but still upon starting creative cloud the programs were not listed... I have all my programs installed on a HDD, instead of my SDD which windows is installed on. I have both the creative cloud and the default install locations set appropriately pointed to the previous install folder... i guess i will try changing the opm to old and then running the update from photoshop, but either way im totally at a loss here and don't i have bandwidth restrictions, so I CANNOT REDOWNLOAD / RESET all my settings and software.... ANY HELP WOULD BE APPRECIATED AS THIS IS CLEARLY AN ADOBE PROBLEM AND NOT MINE
