Creative suite Error 16

My IT guy wipe out my key chains. After, none of the Creative suite products would work. When launching them I was instructed to uninstall and then reinstall. Which I did from the install disk. After when I launched the products I go an Error 16.

Next I:

Set permissions for the SLStore folder.

Set permissions for the Adobe PCD folder.

Still the Error 16
