CreativeCloudSet-Up.exe won't run after Windows system restore

Hi,

Accidentally ran Windows Update which broke my system. Was required to do a System Restore which removed any record of my installed Creative Cloud apps, although the files are still physically present.

Now that I'm trying to reinstall Creative Cloud, all I see from CreativeCloudSet-Up.exe is "Initializing installer", then it closes and nothing else happens.

After running the CS Cleaner Tool, Creative Cloud looks to install (its icon appeared on my desktop). However, when attempting to run it I get:

Adobe Creative Cloud has stopped working

Windows can check online for a solution to the problem.

No, that's what I'm saying, due to the Windows System Restore all the CC apps are gone from Uninstall Programs.
