CS 5.5 upgrade to CC ?

Greetings folks,

We have CS 5.5 installed on a Windows 7 PC and would like to upgrade to Windows 10. According to the Adobe website, CS is no longer for sale as of 1/2017, please correct me if I am wrong. I have attempted to download and install various instances of CC using our existing serial #, no luck and it doesn't seem to like any of our registered accounts. From what I can see, we are paying a substantial amount of $$ each month and would like to get this resolved.

To clarify, we plan to install Adobe on a newly built Windows 10 PC, this is not an upgrade in place.

Can someone point me toward a doc(s) or enlighten me as to what is the proper upgrade method?

Adobe stopped selling CS6 this past January, and stopped selling CS5.5 over 4 years ago when CS6 was available

As far as I know there is no longer any upgrade pricing for a Cloud subscription
