CS3 Design Premium won't reinstall on Win 7

I have CD3 Design Premium running on a relitively young HP with Win 7 Pro.

This AM, I tried opening DreamWeaver but a window opened up saying there was some "critical failure" in some component and that I would have to un-install and then re-install all components.  Several attempts to re-install have failed, even with Virus protection turned off.  The programs were running fine for two years on this platform, so I'm at a loss.  Need help.

uninstall, run the cleaner (http://www.adobe.com/support/contact/cscleanertool.html), restart your computer and then reinstall as administrator (right click setup, click "run as administrator").

Another deadend.  To download the cleaner, I have to buy WinZip?  Adobe can't comp this for the $1700 I paid.
