Hi, Is is still possible to download RAW 4.6 for Photoshop CS3 used on Windows 10? At present, it won't open any DNG files. Thanks.

CS3 is really, really outdated software from 2007.  It's fully discontinued and End of Life now.

It would be in your best interest to modernize to stay current with new computer and camera equipment.

Did you try Help>Updates from within photoshop cs3?

 

What camera or program generated the dng files?

No. The latest CameraRAW-Update isn't available for CS3.

The only chance you have is to work with the Adobe DNG converter.
