CS4 Illustrator re-install problem

Bot a new computer.  Downloaded my CS4 creative suite to this new computer from my original adobe online purchase.  All seems fine, but I can't use the ellipse/rectangle tool....no dialog box pops up when I click on it.  All other tools (Text, Line, etc) seem fine.  Please advise.
