CS4 setup.exe fails to run after failed install?

I began an install of CS4 on my Windows 8.1 machine, but it was interrupted. After a restart I tried again. Running Setup.exe (as administrator) launches the User Account Control box, shows the spinning disc for about 5 seconds and then it disappears and nothing happens. CS4 was showing in the programmes list, so I tried to uninstall it, but the Windows Uninstall option had no effect. I downloaded and ran Revo Uninstaller which seemed to pick up all of the half installed files and registry entries and successfully uninstalled the software, and it  no longer appears in the programme list.

However, Setup.exe is still behaving in the same way. Nothing happens past the User Account Control box "Yes" option. . . . .

Given that the setup started the first time, a complete OS reinstall would almost certainly solve the problem, but it'd be nice not to have to go that far . . .

Does anyone have any suggestions? Are there other Registry entries that need resetting?

if nothing cs4 is installed, run the cleaner per Use the Adobe Creative Cloud Cleaner Tool to solve installation problems, restart your computer and then then reinstall.

if you're using a disk to install, copy the disk contents to a desktop directory and install from that directory.

Thank you kglad for the suggestions. I selected the CS4 option with Adobe Creative Cloud Cleaner and it reported that there was no install to clean. I selected the "all" option, which ran briefly, and I'm not sure if it removed anything or not. I'm installing "Bulk User Licence" software straight from the hard drive already. Unfortunately I'm still getting the same issue. Setup launches, and then nothing happens. . . . .
