CS6 Installer not Initializing

There's a few threads on this already, so you know the basic drill. However, these are all older posts, and while the error recommends I download the support advisor, that no longer exists. 

 

For context: I downloaded the CS6 design & web prem. from my adobe.com account page.

what about win xp?

 

if that fails or you're unable to do this, restart your computer and retry installing.

 

if that fails delete the entire contents of the OOBE folder:

 

1) close and quite everything adobe including the Creative Cloud desktop app if it's installed

2) Browse to the following location based on your operating system.

 

A) Mac OS: /Users/<user folder>/Library/Application Support/Adobe/OOBE
NOTE: \Users\<user folder>\Library\ is hidden by default. To unhide see below*

 

B) Windows: C:\Users\<user folder>\AppData\Local\Adobe\OOBE
NOTE: C:\Users\<user folder>\AppData is hidden by default. To unhide see below*

install (1) as administrator using (2) compatibility mode (win 7, sp1).

Still not working (i don't see any service pack options for windows 7)

edit: this is on a fresh pc, so it is running Windows 11.
