cs6 master collection - error message 0x80070057

I uninstalled the master collection due to an error and tried to reinstall the software.  After going to the page, clicking on the link and downloading  file 1 out of 2 for windows, when I try to install it I receive the above error message with the title provisioning failure.  I am running windows 10 on my PC.

I've tried scanning the computer and cleaning up the registry, also deleting the download and trying again but nothing works.  Does anyone know how to fix this.

Thanks

Cloud & Win10 https://helpx.adobe.com/creative-cloud/kb/Windows_10_compatibility_FAQ.html

-also, only CURRENT products will be tested and updated for compatibility with Windows 10

-so if you have an older program, you update to Windows 10 at YOUR risk of problems

-you may get CS6 and earlier programs to install and run, or you may not (some do, some don't)

An idea that MAY work to install and/or run old programs in Windows 10... works for some, not for others

-RIGHT click the program icon or EXE and select a compatibility mode in the pop up option window

-or Run as Administrator http://forums.adobe.com/thread/969395 to assign FULL Windows permissions may help... says Encore, but sometimes required for ALL Adobe programs (this is NOT the same as using an Administrator account)
