CS6ServiceManager.exe The program can't start because MSVCR100.dll is missing from your computer

Everytime I start up Illustrator I keep on getting the message "CS6ServiceManager.exe The program can't start because MSVCR100.dll is missing from your computer.  Try reinstalling the program to fix the problem."  Also I have the MSVCR100.dll file on my computer already.  Its also worth noting that this happened after I upgraded to Windows 10.
