Deactivated Creative Cloud, upgraded to Win 8, now cannot do ANYTHING with Creative Cloud

I installed programs from Creative Cloud, and they worked. This weekend, I decided to finally upgrade my computer to Windows 8 Pro. I deactivated my Creative Cloud software, then installed Windows 8 in place. Since upgrading, I cannot do anything with my Creative Cloud. The programs would not open. I could not uninstall any programs because they would not open AND the programs no longer show up in the 'remove programs' in Windows. The Adobe Application Manager will not let me re-download anything; it says in error that the applications are installed and working. They are not. I have taken the drastic step of simply DELETING the program files from the hard drive, hoping that would trigger the Adobe Application Manager to re-download the programs. However, the AAM still thinks all the programs are properly installed and don't even need an update. How do I re-download my programs so I can use them?

I think we'll need more information about how you upgraded to Win 8. Was this an in-place upgrade, where you preserved existing data, or did you do a clean fresh install of Win 8?

If its the former, Windows might have retained some meta information that's causing Creative Cloud to act up.

This seems like a candidate for the CS Cleaner tool: http://www.adobe.com/support/contact/cscleanertool.html. Could you try this and let us know if it works.

Yes, it was an in-place installation done after deactivation but not

uninstall of Creative Cloud programs. It does seem that a 'database'

lingers (I have tried many things, but Adobe says all programs are

"up-to-date" even after they've been deleted). I will try the clean-up tool.
