I currently have Adobe Presenter 8 installed and activated on my Desktop. However as my job requires me to be mobile from time to time, is it possible to deactivate the software on my Desktop and load and activate it on my Laptop from time to time as required?

Yes, there is no limit on activation/ deactivation. In fact it should not even be necerssary, as you have 2 activations, anyway and the exact scenario is perfectly covered by the EULA
