deactivation Lightroom

As I have a laptop which is breaking down,  so I want need activate Lightroom 6 on a new one.  The program is already active on a desktop also, and the license is only for two pc's.  I have followed all the steps, I saw a popup that all the Adobe Creative Cloud apps are deactivated.  However, Lightroom keeps working on the laptop in trouble, and activation on the new one keeps saying I have to deacivate one of my other pc's.

I have been trying for hours, now almost running up the wall.
