Delivering a well-designed course?

Hello everyone! I have a question that's been vexing me for about a year.

I created an online course using InDesign. The material is delivered using 6 interactive PDFs, and the site also has some Word docs and MP3s to download along with it. One of my goals next year is to redesign the course with more animation, a mobile option, and easier content delivery.

What program should I use?

I tried Captivate, but the design was so disappointing that I canceled it. I think the differentiation I want to offer is a gorgeous presentation. I want to design the whole experience, not just slap it up on an interface like Teachable.

I'm tempted to create PDFs designed for mobile screens, but I feel like there's a better option. I just can't find it.

Have you thought about building a responsive website with native web technologies?  If it's done right, the user experience should be good on mobile, tablet and desktops.  Modern web browsers readily support CSS animations, video, audio and interactive elements built with JavaScript.  So you're really only limited by your coding skills.   Dreamweaver is the tool I use.

Another possible option is Adobe Spark.  Although Spark is mainly used for 1 page storytelling or newsletters, it could be combined with your website.
