Dell Laptop with dual GPU - Photoshop 2020 freezes while loading

Question

I have attempted several times to upgrade my copy of Photoshop from CC (20.0.8, which works flawlessly) to Photoshop 21.0.2. Each time I do, when I try to launch Photoshop, it gets to the What's New screen and then completely hangs. I have to force close using Task Manager.

I have looked all over for a fix. I've tried removing the preference files. I have tried installing 2020 without removing CC. I've even tried forcing both the Photoshop executable and the GPU Sniffer to use the nVidia GTX card instead of dynamically switching between that and the onboard Intel GPU. Nothing works. Not even a complete uninstall and reinstall from scratch.

Am I stuck forever on CC now?

Have you tried running the Creative Cloud Cleaner Tool after uninstalling and before reinstalling?
