do srilanka support adobe subscription? want to purchase a new subscription but stuck on payment error

I'm srilanaka citizen with srilankan bank acocunt..I'm trying to buy a new creative Cloud subscription from Sri Lanka, but I've tried repeatedly and still can't complete the payment. It just keeps showing the error: "We couldn't process your payment. Please check your payment details. If the issue persists, try another payment method or contact your bank."
I made sure my Adobe region is correctly set to Sri Lanka and tried both my Visa and Mastercard. The weird part is, I called my bank and they confirmed that they haven't even received any payment or verification attempts from Adobe! There are zero failed transactions showing on their side, so Adobe's system is blocking it before it even hits the bank?
Can someone please help me out? I really need this subscription and I'm honestly so desperate right now
