Download Applications Manager

Recently, I had to update my Creative Cloud software, (the Photoshop/Lightroom package). Now when I open either software, I get a dialog box that says: cannot validate and I need to update my applications manager and go to adobe.com/go/applicationsmanager. This sends me to an error page.  How do I update my applications manager so that I don't get this dialog box?

    All Adobe Creative Cloud Apps are now Installed and Activated with the Adobe Creative Cloud Desktop App.
