Download error 117 on Photoshop

I successfully installed all of the other Creative Cloud Applications that I use (Illustrator, Dreamweaver, InDesign, Acrobat Pro, etc). No issues with any of those. Photoshop, however, always fails. This is a MacBook Air (my 15" MacBook Pro Retina is being repaired ).

I have stepped through all of the provided troubleshooting suggestions regarding this error. Even my husband who handles networks, routers, security, and traffic for multiple corporations tried to solve the issue. We both have degrees in Computer Science. I'm not a novice.

But this issue has both of us baffled. Is there some OTHER way to download Photoshop without going through the Creative Cloud apps manager?

I NEED to get my work done. Not having this program is really irritating. I've rebooted my machine. We've stepped through all the suggestions in the troubleshooting from Adobe. The only thing I haven't done is uninstalled everything and started over again.

Has anyone else found a solution to this issue? I've seen it reported a lot, but I have yet to see a solution listed.

Jmmac did you try an alternate Internet provider to see if the update is able to applied successfully?

Yup. I've been through that list more than once. Notice, however, that the error message on that page lists 2 fatal errors. I've only ever seen 2 listed anywhere. The error code I received shows 3. Not sure if that's significant. But I've tried EVERYTHING on that list and so has my husband.
