Download Error 49 no matter what I try

I have been trying to update my creative cloud apps with no success.  I have a Surface Pro 3 with all the highest specs available. I have been using Photoshop, Premiere and other apps very successfully on the Surface Pro 3 for most of the last year, until now.

Yesterday, I saw that updates were available and so I started the downloading. While the updates were downloading, the computer crashed. Now, everytime I try to complete the upload I get the download error 49 message.

I have tried doing what Adobe says:

• Temporarily disable the anti-virus program installed on the machine. (Please be very cautious while doing it and check manufacturer's website for instructions.)
• Temporarily turn off the Windows Firewall and retry installation. Turn the Firewall on after the installation is either finished or failed.
• Empty the Temp Folder and retry installation. Location of Temp :  C:\Users\[Username]\AppData\Local\Temp

It has not worked. It may be because the last step is impossible.  You can't clear the temp folder with the Creative Cloud app open, it won't let you delete the files which are "in use".  If you shut down all the Adobe stuff in task manager, then you can empty the Temp Folder, but as soon as you reboot Creative Cloud again (which you have to do to download the apps) it automatically fills up the temp folder again!  Are you kidding me?!

I have also tried uninstalling the apps (which, consequently, it won't let you do after you've had the download error and so you have to restart everything and get it back to the point when it's telling you to update the apps, then you can uninstall them) and installing them fresh.  Also no luck.  Can anyone help me?!  I've wasted an entire day on this already!
