Download errors 126

I have a subscription and can't update to Lightroom Classic CC or to Photoshop CC latest version (I'm running on v.19). The Install log file shows the below errors for both programs.

WARN: Unable to load library at path: C:\Program Files (x86)\Adobe\Adobe Creative Cloud\HDCore\HDPIM.dll. Error: 126

I've retried both downloads multiple times over the past few days with same results.

I checked and find no HDPIM on my system (Win 7x64) which may be the problem. I started to download both updates when they first appeared and had to cut off the downloads when my power went out. Am thinking I have some corrupted download files on my system and need to delete them and then try again. Where are the downloaded install files stored on a Win 7 system.?

Have gone through all previous posts but only advice I find is to keep retrying. Please help.

After much reading among different "solutions" I decided to try the simplest first. 1. Tried to remove the OPM-db file and log in again. Despite being the Administrator and running with Administrative Privileges, I was unable to delete the file, even after rebooting. 2. Next, downloaded most recent Creative Cloud and saved to disk. Then went to uninstall old creative cloud and was offered an option to repair first. Took it. The program ostensibly repaired what was wrong, so I rebooted and when I tried to download and install Pshop CC classic it failed with an Error 196. Was unable to find an error 196 anywhere. Error 195 was the last one documented. 3. Tried the next easiest thing: installed the new Creative Cloud over the old, without uninstalling and running the CC Cleaning Tool (that would be my next step). Surprise surprise -- it worked. I successfully downloaded and installed, and then updated all programs.
