I currently use Photoshop CC on a Mac PC. To give me flexibility I have recently ordered a Dell Lap Top with Windows 10.

My question is can I download the windows version for the Lap Top at no extra cost ?

Yes, a  CC subscription can be used for both Mac and Windows machines.

You can install on as many machines as you like.  Of all those machines you can only have two signed in for use.  Of those two machines you can only be using the subscription on one at a time.
