Download Manager Stuck at 85%

While updating Applications, download percentage gets stuck at 85%.

Quitting Adobe Creative and re-initiating won't let me see any apps.

Cleaned the "OOBE" folder and problem still persists.

I'm also running Norton 360, but even when anti-virus is disable, problem persists.

I'm running Adobe Creative on Windows 8.1

I'm hard wired (not wi-fi)...

Now, I noticed that the downloads get stuck at 85%, though the application eventually downloads.

Unfortunately you have to quit the "Creative Cloud", clean the OOBE folder and re-start the whole process for each application you want to update. Also, you end up with both versions of the Apps. Not the best work around...

are you on cable (i.e, not wifi) and I would remove Norton from the system, not just disable it.
