Downloaded on the Adobe Aplication manager window
It now says "up tp date" but still doesn't open/can't access the program. What do I have to do?

Meanwhile, you can try to remove the remains of Adobe Application manager: https://helpx.adobe.com/creative-suite/kb/cs5-cleaner-tool-installation-problems.html
Install it again:
- Adobe - Adobe Application Manager : For Windows : Adobe Application Manager
- Adobe - Adobe Application Manager : For Macintosh : Adobe Application Manager
Please share the result after performing these steps.
