downloaded photo shop elements 13 does not appear on programs list

How do I get access to the program?  Download took almost 1 hour, unpacking the ZIP files, etc. took some time and then was asked to restart and no e13 appears just e8.

    Hi,

    The file that you have unzipped, please try running the setup file again from that location.

    If you get dialog box asking you to IGNORE or RETRY (windows restart is pending) , please click on IGNORE and do not restart the machine.

    Or, if you can attach a screen shot of the error, it will be easy for us to help resolve the issue.
