Downloading a 11.0.2 perpetual license from an old Windows 10 computer to a new Windows 11 computer

Full Photoshop is now only available by subscription https://www.adobe.com/creativecloud/plans.html

Photoshop Elements is now a time limited, 3 year subscription http://www.adobe.com/products/elements-family.html

My version is CS4 which is no longer supported. Does  Adobe have an Indie subscription or perpetual version? Thanks
