Dreamweaver CC 2015 will not install

I recently purchased Dreamweaver CC 2015 and was trying to install it through an already active Creative Cloud app.  Lightroom and Photoshop CC were installed over 2 years ago and have been functioning through Creative Cloud without problems.  Each attempt to install Dreamweaver resulted in an Error 7 code with a reference to folder permissions.  I checked the permissions of all other Adobe folders and ensured they matched the Dreamweaver folders.

  • The first install attempt left a KEYGEN.html file that has no owner listed. The file location is "C:\Program Files\Adobe\Adobe Dreamweaver CC 2015\configuration\Content\Reference\HTML\KEYGEN.html".
  • An owner cannot be added to the file nor can the file be deleted by any means. Tried were: standard right click and delete in Widnows, a direct delete command (with admin permissions) at the cmd prompt; File Assassin, and Erasure.  Attempts to add an owner were all met with a permission denied error message.  This included attemtps at the Network level through Tech Support at my corp home office.
  • The folder containing the file can be moved but not deleted.  I moved the folder with the offending file to my Desktop so that subsequent installation attemtps could be made.
  • The install loads to 42%, extracts the files to the adobetemp folder, and then the installation consistently fails at 84% of installation at file _1829_2c927db7e02c5d479f8308baa5a8cbc5.
  • The 42% install remains in the "Uninstall or change a program" list for the HDD.  After each attempt this file has been deleted through that program.
  • I researched the online options for the Error & code and tried the fixes listed on the Adobe site (Repair redistributable files; boot and install in safe/modified mode, etc.).  No resulting change in install attemtps.
  • The Error 7 codes is "Exit Code: 7 Please see specific errors below for troubleshooting. For example, ERROR: DF024 ... Summary - 0 fatal error(s), 1 error(s) ----------- Payload: Adobe Dreamweaver CC 2015 16.0.0.0 {C6331184-0386-11E5-8603-8572FA53140D} ----------- ERROR: DF024: Unable to move file at "C:\Program Files\Common Files\Adobe\Installers\adobeTemp\{C6331184-0386-11E5-8603-8572FA53140D}\_1829_2c927db7e02 c5d479f8308baa5a8cbc5" to "C:\Program Files\Adobe\Adobe Dreamweaver CC 2015\configuration\Content\Reference\HTML\KEYGEN.html" Error 5 Access is denied.. Try setting correct permissions to the specified file/folder or parent folder, so that admin has rights to modify it.(Seq 6027)

After multiple attempts to install, I uninstalled Lightroom, Photoshop, and the Creative Cloud app.  The registry was cleaned and the machine rebooted.  I then logged into my Adobe account, picked up a clean Creative Cloud executable and installed it, followed by a reboot.  I then attempted to install 'only' Dreamweaver through the Creative Cloud app.  I got the same result.  I followed the Dreamweaver install failure with a clean install (through Creative Cloud) of both Lightroom and Photoshop.  Both installs were flawless and both programs function correctly.

I'm at a loss. It seems to me that if Lightroom and Photoshop will install, load, and function there should be no reason not to expect Dreamweaver to do the same.

Addendum:  I was advised to try the "Direct Download".  That method gave me the same results.

Thank you for the response Bani, however, I had already tried all of the previously noted options before posting here.  As this is a machine at work I no longer have the time to invest on trying to get the program to load.  I will mark this off as a purchase that is a lost cause and move on to different software to get the job done.
