Elements 13, dowloading second link, ending in win64.exe, error message says that File Archive part of Adobe Elements 13 is missing. etc. What now?

When trying to install Elements 13 on a Windows 64 bit Lenovo, I downloaded the first link, but when clicking on the second link,

http://esd.adobe.com/AdobeProducts/PSE/13/win64/PhotoshopElements_13_LS25_win64.exe

I get an Adobe error message:  The file archive part of Adobe Photoshop Elements 13 is missing.  You need all parts in the same

folder in order to extract Adobe Photoshop Elements 13.  Please download all parts.

What now.  I don't know what parts are missing.  I already downloaded the first link in the list.  It took about 20 minutes.  So, I guess it downloaded something.

    Charlotte,

    To install Photoshop Eements for windows, download both the exe and the 7z files. Put both files in to the same folder and double click the exe file.
