elements 13 download problems on new windows 8 pc

I have purchased elements 13 and installed it about 4 months ago on a PC using windows 7. I now have a new PC with windows 8.1 . I have got the product key from my Adobe account but cannot download.  I note that the akamai sytem does not have windows 8 listed as a system that supports akamai.
