Elements 2021's workspace will not complete the installation.

Why am I being raked over the coals for asking for a solution to my earlier problem.  (I removed Elements 2021 and then reintalled the program by download the latest version from Adobe's website.  No problem there BUT when I tried to open the program the workspace loader stops after about 30 seconds.  I have tried installs and reinstalls nearly a dozen times with the same results.) If I uninstalled the program that was working and tried to reinstall, and it won't it would be reasonable to say that it worked before - as have all over editions on various computers 

Now for the gritty stuff:  Windows 10 home ... program is on a 256GB SSD ... no other programs that I am aware of are working although I suspect something is in the background which is why I need someone to tell me what to look for ... firewall and anti-virus program are switched off .... adobe cache has been emptied ... ADOBE PREMIERE ELEMENTS, WHICH IS ON THE SAME installation DISK, INSTALLED FLAWLESSLY AND WORKS FLAWLESSLY.  256gb AND A 1tb HARD DRIVE ON THE COMPUTER.  There has been NO error message so I have no idea why I have to enter a number for an error message that didn't appear before I can get help. If ADOBE can' help, I'll find another photo editing program, which is too bad, because I've used Photoshop Elements for many, many years.
