Elements 2022 wont install

I have elements 2018 running perfectly. I downloaded the 2022 installer and ran it. When it had finished installing I get a 16 error. I corrected all the permissions as per the web instructions and uninstalled the program. I ran the installer again and this time got "unable to launch the program automatically. Pleas equit and run manually.  error code 199". I checked the error page and there is no such error number.

Permissions are still showing full access
