Elements 2024 not opening, cant find ippcve9.dll

My Elements 2024 worked fine last month.

Wont open this month showing can not link to ippcve9.dll

I'm running Windows 10. Nothing has changed between when Elements worked well and not working at all.

I tried uninstall, download, reinstall. Still wont work.

 

Help please....

    Thank you very much! It solved my problem. I spent four hours wondering how to create a logo for my Hay Day mod site and was struggling with this issue.
