Elements 9 recompose photo feature

I have Elements 9.....in the past I have been able to recompose images using the protect brush and the remove brush. Now it allows me select the parts of the image to save/remove but then does not allow me to apply the changes.  There is no  "apply" button in guided editing in the recompose photo area.

Also, I do not have the option of "make skies blue" that I have seen on demos.  Is there some reason that is not in my program?
