Encore not accessible, Premiere Pro CS6 stuck on "waiting" will not download

I can't believe I can't download Encore. Fair enough you say, download CS6 Premiere Pro then uninstall it. Well it doesn't not work.

I tried restarting, tried having no apps running. No errors, just Waiting...

First, it's *****ing ludicrous that Encore is not accessible to me anymore. If I knew you'd be doing this shit, I would've never switch to this digital download bullshit.

Your opinion of what an import dialog on LR or that DVD's are not necessary anymore don't matter.

You ever heard of wedding studio's using your products? You know how many DVD's & blu-rays we make a year?
