Can I run the program Adobe Premiere Elements.exe - Entry Point Not Found

The procedure entry point __crtCreateSymbolic failed in the dynamic link library C / :. Program Files / Adobe / Premiree Elements 13 / MSVCP.110 dll find.

I would ask for advice on what to do.

PC Windows 8.1.

SW 31. 8. 2015 registered on another PC, I did a fresh install software to other powerful PC before the program was deactivated, this can be a problem?
