Err A12E5 when trying to download Premiere Pro - really just need Media Encoder

I've tried different methods of downloading AME, both as a stand-alone and as part of Premiere Pro (which I don't need.) I get the error A12E5. Please advise.

Nobody can say anything without system inforamtion or other details like what browser you use etc.

Apologies. Details:

Browser=Win7 Enterprise, 32-bit

1. Want to try Media Encoder. Help documents say it's only part of Premiere Pro, so I try to download Premiere Pro using Adobe Cloud account. Download begins.

2. Adobe Installation Manager error A12E5 stops process.
