Error 1002 cannot be solved

I went through all the steps cited on https://helpx.adobe.com/creative-cloud/kb/creative-cloud-desktop-app-update-failure.html except uninstalling and reinstalling adobe creative cloud. This did not work for me because it said "Couldn't uninstall Creative Cloud for desktop. You still have Creative Cloud applications installed on your computer that require it". This is because I already had Photoshop installed. But in order to uninstall Photoshop, which I am fine with doing, you have to open Creative Cloud, which I cannot open because it is stuck at 2%.

    Cmachhh, sorry that you are encountering Error 1002.  Please make sure to download and run the CC Desktop uninstaller utility that is referenced in https://helpx.adobe.com/creative-cloud/kb/creative-cloud-desktop-app-update-failure.html.  If you try to run the regular uninstall option, then you will be blocked until all Creative Cloud applications are removed.
